Robert Lamb of howstuffworks.com did a cool blog about Bakker's skin-spies.  Here's the link:

One of the only issues I have with this article is the pigment thing. In TJE Theliopa suggests that the Sayothi Skin-Spy is a further novelty beyond the advent of the Skin-Spy generally.

Good catch, I had actually forgotten that.  Perhaps in innovation, perhaps also a happy coincidence, like the Skin-Spy of Simas, that just happened to have a soul?

"Black-skinned?" she said, turning to Maithanet. "Have we ever captured a Satyothi before?"

"This is the first," the Holy Shriah replied, nodding toward Theliopa as he spoke. "We think it might be a test of some kind."

Simas was the anomolous Skin-Spy.

Whoops, yeah, fixed it now.  That's what I get for trying to reread that part too fast, thanks.

Totally nitpicking here, but since we're on the topic: it always irked me that the skin-spies have a set of teeth beneath their face, implying those stay the same while the face changes. I get why it was done (a. teeth would I guess be hard to change quickly, and b. the imagery of just teeth and eyes beneath the "fake" face is great), but it still jumps out at me when I'm reading.

I mean, what if they had to impersonate someone with bad teeth? Maybe dental hygiene is just great in Earwa.

Also hair. How does hair work? Does it change color and length? Does it all fall out and new hair grows? If so, what happens to old hair? Do they at least donate it?

Screw Meppa's identity -- these are the questions that need answering.

I remember the bit in TTT when the first Serwe skinspy died and was replaced by another.  The thing's hair just fell out and (assumedly) regrew into blonde Serwe-hair.  I wonder if they have the same ability with teeth.  Also eye color, though that could be a cool analogue to the octopus (though it would beg the question if their eyes could change color, why not their skin?).
