Yeah you are right, but even still, that only eliminates the need to have stationary contacts set up. They should still have a few wondering around, especially in something as important as the Holy War. The Consult and the Mandate where worried about the war, so there should be no reason to have a few more wondering around. Maybe none of them where recognizable by the SS so they didn't get captured or anything.
