I thought that as well, which is why I picked Yatwer, since Gilgaol might be an obvious choice?

Gilgaol might fit better.

If Gilgaol is running the game from the shadows, TUC will conclude with whatever resolution creates the condition for more interminable war.  Not as in 'people are always fighting wars' but in the sense that Earwa has been locked in one continuous, special conflict ever since Arkfall.
