Well, I'm officially reluctant to participate seeing as draft to ARC differ a fair amount - specifically in terms of things in the draft that Bakker perhaps doesn't want to be vague or clear on yet.
But I think there's definitely a strong undercurrent regarding the impact the living have on the dead and, perhaps, the agency "shall" implies the dead might have on the world of the living.
