He covers this in the grim tidings podcast. Basically he made it up and can't remember where from.

I'm assuming he would have been named well before it was known that he was simple-minded.

The Sharmat:
I always thought Samarmas might have been a Sheyic transliteration of Huormomas, Celmomas's stillborn twin.
