I don't think he would have been like that, in a more forgiving world. The way I saw Cnaiur, is that he actually forced himself to be like that, to be the most Violent of all men, just to convince himself that he belongs to the People. While his true nature isn't Sclyvendi esque.

100% agree. His violence towards everything is brought about by the incompatibility of who he is, and what he thinks he's supposed to be. Without that cognitive dissonance, there is no impetus to become the most violent of all men.
